NPR chatting with Senator Grassley (R-IA) about filibustering the recovery bill:

SIEGEL: By the way, Senator, we always just assume that anything in the Senate requires 60 votes because there will be a filibuster threat. Is that right? Does this bill need 60 votes to pass?

GRASSLEY: Yes.

SIEGAL: It does?

GRASSLEY: Yes.

No cloture votes! Make them strap on the adult diapers and talk, talk, talk. And then spread the word: “why are the Republicans standing in the way of recovery and reinvestment in America?!”

    I just emailed this to Senator Reid:

    Dear Senator Reid,News this morning indicates that Republican Senators are threatening a filibuster on the vote of the Recovery and Reinvestment act.If this comes about, I urge you to use your authority as Senate Majority Leader to force them into a true filibuster. If they insist on blocking a vote on an issue as important as this, then let’s see them really invest the time and energy to do so.Please, do not back down.Sincerely,Alan Fors

    From the All Knowing Wiki:Procedural filibusterIn current practice, Senate Rule 22 permits filibusters in which actual continuous floor speeches are not required, although the Senate Majority Leader may require an actual traditional filibuster if he or she so chooses. This threat of a filibuster can therefore be as powerful as an actual filibuster. Previously, the filibustering senator(s) could delay voting only by making an endless speech. Currently, they need only indicate that they are filibustering, thereby preventing the Senate from moving on to other business until the motion is withdrawn or enough votes are gathered for cloture.That bit in the middle would require Harry Reid to grow a pair, a spine, a voice and develop the temperament necessary to play hardball, not t-ball, with the Republicans.I’ll be over here holding my breath…

    I saw that in the wiki too Nano, but when I read Senate Rule 22 I didn’t catch the allowance for a “procedural filibuster”. As I read it, rule 22 seemed to cover the prpcedure for cloture more than anything else.Maybe someone else here can explain how rule 22 removes the need for an actual filibuster?
