Actually the deficit accrual can be directly traced to the Protected Homeowners Policy Act (PHiPA) passed in 2004 by a Republican Congress and signed by George Bush. In essence, PHiPA gave incentived margins to brokerages to fund subprime mortgages that would be bought by Fannie Mae and Freddie Mac and then sold on the open annuities market. This gave compensatory rewards for mortgage dealers to “sell” as many mortgages as possible, the broker would receive a fee and the loan would be insured by the federal government.
