California Is Screwed

This is staggering:

The cuts Mr. Schwarzenegger has proposed to make up the difference, if enacted by the Legislature, would turn California into a place that in some ways would be unrecognizable in modern America: poor children would have no health insurance, prisoners would be released by the thousands and state parks would be closed.

And…

Mr. Schwarzenegger, a Republican, is threatening to eliminate the Healthy Family Program, the state’s health insurance program that covers over 900,000 children and is financed with state and federal money, as well as the state’s main welfare program, known as Cal-Works, which provides temporary financial assistance to poor families and a caregiver for the severely disabled.

The $1 billion in cuts to programs for the poor would be met with $680 million in new cuts to education and a 5 percent salary reduction for state employees, many of whom are already enduring furloughs.

AND…

With the cuts to Medicaid, the state would probably increase its number of uninsured people by nearly 2 million, the California Budget Project says.

At least the Republicans can’t accuse Arnold of being an “economic girly man.”

See how Republicanism works? Create economic policies that disproportionately favor the super wealthy until it nearly bankrupts the economy. Then pay the bill by further screwing poor people and children.

Adding… When will the Right to Life people descend on California to make sure all of those 4th-through-48th trimester children survive?

Bob, they will NEVER descend on California for that reason. Once a child comes out of the womb, all protections cease for their own good. Kids have to learn that the world doesn’t owe them anything, or else they’ll grow up to be sinful gay-marrying socialists. Better for their souls to have them remain sickly and stupid! In the name of the Dollar, the Son, and the Holy Invisible Hand, amen.

That’s what Baby Boy Blunt did to Missouri. He took all the money he could from Medicaid so he could say he was cutting costs and keeping the budget down. It ended up a single mother with 2 kids couldn’t make over $78 a week, and qualify. I only make $1000 a month and in order to get Medicaid I have to pay the state almost $300 for what they call Spend Down.. before I qualify for it.

I still sit in amazement that Schwarzenegger is GOVERNOR OF FRIGGIN’ CALIFORNIA!!!Republicans will never learn: the ‘trickle down theory’ is a myth and a hoax perpetuated by the previous ACTOR OF THE FRIGGIN’ STATE OF CALIFORNIA.

Californians keep screwing themselves with that vote-on-everything state constitution they have. Representative government works better even with all the yahoos that get elected.

Trickle down, supply side, vodoo economics are all code for concentrating wealth in the hands of the few. Sent up highly regressive tax structures and use only them to fund the government. This places the burden off supporting the government on the middle class. Another ten years of this nonsense and there will be no middle class. I’m still waiting for Obama to reduce payroll tax and increase upper income tax brackets. I’m not holding my breath.

really badly, ceu. my dad works at the county mental health center, which, for those that don’t know, is the center that takes the people with no health insurance. the crisis center there has been shut down for nearly a cumulative week. not much of an exaggeration to say that our streets are less safe. not to mention the fact that fifty of my dad’s coworkers are going to get fired.gah.

“See how Republicanism works? Create economic policies that disproportionately favor the super wealthy until it nearly bankrupts the economy. Then pay the bill by further screwing poor people and children”Being a lifelong resident of California, I can tell you that you are way off the mark here on what your saying. California has historically been one of the most progressive and liberal states. Both houses are controlled by the Democrats, with a quasi Republican govenor Arnold Shriver-Schwarzenegger.The problems of California are directly related to the spend and tax mentality of the state legislature. The size of California government has increased by 40% in the last 7 years, but without a corresponding increase in population. We already have some of the highest tax rates in the nation. Our teachers are paid the highest in the nation. Our state, because of the taxes and enviromental dictates, make California rank 50 out of 50, dead last, in terms of being be business friendly, and now businesses, jobs and tax revenues are leaving the state fast.So what’s really happened is that, contrary to your characterization, is that government spending, driven by the Democratic controlled legislature and a willing Republican Govenor has driven the state to the verge of monetary colapse. They do not have the tax revunue. The tax increase to “fix” this problem was voted down by 2 to 1 margin by the voters of California on May 19, following the largest tax increase in US history, because the government wouldn’t cut spending. The cuts are happening because there is no choice, the state is out of money. The state is facing a 20+ billion dollar shortfall already. It is NOT the programs that favored the rich, it is the continual, unchecked growth of the size of California’s government and programs for the disadvantaged that have put the state into this mess. The taxpayers, who just received the largest tax increase in US history this year, said NO to more tax increases. They have demanded that the California legislature control the bloated, wasteful and out of control spending. As a side note, most of “cuts” Arnold mentions, such as “poor children with no health insurance” and “turning prisoners loose” is a standard ploy used everytime they are faced with having to cut. Do they really put poor children on the chopping block before cutting janitors and office workers? No, these are the last things to get actually get cut, but the first things they threaten to cut.

Why is it that the poor are always blamed for gov’t overspending; meanwhile the rich (who have HUGH tax cuts and corps. that pay virtually nothing in taxes) are not made to pay their fair share in keeping the state gov’t going?Bloomberg REFUSES to raise taxes on individuals making over $250,000 in NY. Meanwhile, tuition is going up in all of the state and city colleges and universities and he’s STILL cutting programs in the public schools. It’s truly mind-boggling how these selfish bastards’ minds work.

    From Wikipedia:

In the United States at the end of 2001, 10% of the population owned 71% of the wealth, and the top 1% controlled 38%. On the other hand, the bottom 40% owned less than 1% of the nation’s wealth.

These numbers are now eight years old and therefore are lower than the current figures.Comparing these figures with you tax burden figures it looks like the current tax situation is not really progressive at all. Your stand alone tax burden figures are completely meaningless without comparing the wealth distribution. Are you saying a person earning a billion dollars a year in income should pay the same amount of tax as a person earning $100,000.00 even though they earned 10,000 times as much?

“so the solution might be to raise taxes on the poor?”No, of course not.The state has to match revenues with expenditures. On the revenue side, the people are already one of the highest taxed in the nation, and they have said enough. But, California is the ranked dead last out of 50 states for being business friendly. Why? Enviromental regulations, fee, taxes, insurance, countless forms and reporting, etc. The bottom line is that they are driving business from the state. Along with that goes jobs and all the tax revenue. The state is “killing” it’s business base and it’s revenue by endless rules and regulations, and now the results of those policies are becoming clear. The size and scope of government has to be cut back. The waste and duplication of services needs to be cut back, among other things. It has increased in size by 40% in the last seven years, it needs to be cut until the budget can be balanced with revenues. All this is easier said than done, but nevertheless it has to happen.

My poor state is overrun by illegal immigrants for one thing.A few months ago I backed into an idiot who got far too close to my car as I was trying to exit a parking lot. As I stepped out to do the insurance swap nonsense he literally parked his car very hurriedly then ignored me as I approached him. Based on his appearance I would lay 95% odds that he barely spoke English and 100% odds that any reporting of the incident would lead to him being deported.Schwarzenneger maintains that if the Democratic legislature had approved of the plans that he wanted to do years ago the state would be in much better condition. He has stated that unlike D.C., Sacramento can’t print money. When I was listened to NPR a couple of days ago it reported that a woman wrote a piece for Huff Post in which she outlined the steps in which he CAN print money via the formation of a state bank.I don’t know where the hell “create economic policies that disproportionately favor the super wealthy” fits into California’s game plan. It’s certainly the thought of an east coaster. lol

On the revenue side, the people are already one of the highest taxed in the nation, and they have said enough6th, CA is 6th (per the FY 2008 report from the Tax Foundation via Retirementliving.com) New Jersey, New York, Connecticut, Maryland, and Hawaii all have greater state & local tax burdens than California. You are correct that the state has to cut back on duplication of services, etc (something with CT is doing to curtail cutbacks in other areas) but it appears that demanding that the legislature – the same people who allowed the gov’t to grow 40% in the last 7 years – isn’t going to do it. To threaten to cut coverage for children’s medical care is outrageous & foolhardy. Can you imagine a million kids in the CA school system not inoculated against measles or rubella or hepatitis? Still, there are those who will argue that that’s acceptable…

Do you really think they would deny health care to children before laying off janitors? No way.

Tom, I realize the richest 1% pay a huge chunk of our total taxes. And yet they can still afford multiple cars, mansions, vacation homes, nice clothes, expensive meals, they never have the stress of wondering how they might afford to pay rent or mortgage the next month…..seems to me they still don’t pay enough. They should be putting in more for the greater good. The ones who complain about it are greedy bastards. Those in lower tax brackets who fight the rich’s battles are stupid motherfuckers, no offense. However, as a Californian, I hope he does make these cuts. We need to hurt before we realize what needs to be done. Taxes need to be raised. No one likes it, but if you want shit, you gotta pay for it.For such a liberal state, we sure have a bunch of morons. We need a major change, I don’t even know where to start. What a mess. We need our own Obama.

Actually, more and more economists are blaming our current economic state on the massive deregulation that occured during the late ’90s.

“CA is not some special place”I beg to differ. CA is indeed a special place. We’re just dysfunctional. We elected a freakin action star(one of who’s election slogans was actually “I’m going to terminate the car tax!”) as our governor because we ran up a huge deficit under the last guy. Ironic given the current situation. I don’t see republicans rushing out to recall Arnold.

State taxes went up when Reagan made our fed income taxes go down.good point, Git. And it happened again with Bush. the GOP proudly points to federal tax cuts, but the states & municipalities had to raise their tax rates because there were fewer dollars coming in from federal revenue sharing. My total taxes went up – a lot! – during the much-vaulted Reagan and Bush cuts. CT didn’t have a state income tax until after the Reagan cuts.Additionally, on the return of federal tax dollars to the states, in per capita terms, shows that New Jersey, whose residents have the greatest state & local tax burdens, receive the least amount from the feds – $.61 for each dollar sent (figures are for 2005 tax dollars) CT gets $.69, CA – $.78. Alaska, with the lowest state/local tax burden gets back $1.84 of each tax dollar sent to Washington. What’s wrong with this picture? Why are my taxes subsidizing people in Alaska just because their elected officials refuse to raise taxes??

For nearly a year Bill O’Reilly has been saying that California is a third world country, with glee. The Republicans want this to happen and hope that it spreads to the rest of the country. Then they won’t have to argue tax cuts, they can just destroy the spending.

California’s problem is that their stupid ballot referendum system made about 2/3 of their state budget untouchable AND they consistently vote against tax increases. You can’t have it both ways.I think Bob’s point is that the republicans do the same thing on the federal level: Cut taxes on the wealthy (yes, I know they pay a large share of the tax revenue, you think that might have something to do with the fact that they have all the money? The bottom brackets pay little or no income tax because they have no money!) and still spend like a sailor on leave at a Nevada bordello. The republicans have convinced Americans that they can have a government that does lots of nice things for them for free.

It’s very interesting and from what I can remember, it is factual. It does look like History is repeating itself with the Latino vote, or maybe it is just continuing.

So they are saying there are NO programs that benefit the upper middle class and rich that can be cut?None? How about making people with boats who have them in another state at least on month a year go back to paying taxes on the damn things?Maybe a fee for belonging to a country club?Fees for living in a gated community?I can think of tons of ways to raise money.

Staggering? Kind of. Ever since 2001 I’ve been dreading this day, when the Federalist’s WTO policy were applied to the US.We’ve been WTOed, here it is in the form of closing all those socialist institutions dream of by Ben Franklin. California already has private fire departments. Next up: the closing of libraries. When that happen, hold on to your hats. So to speak.
