It turns out that the first Bush administration wanted to prosecute the Lockerbie terrorists in the American court system.
Wikipedia reminds us about Pan Am Flight 103:
All 243 passengers and 16 crew members were killed. Eleven residents of Lockerbie also died. Of the total of 270 fatalities, 190 were American citizens.
Yep. Bush 41 clearly wanted to embolden the evildoers by allowing them to be prosecuted in America’s obviously weak and pathetic court system.
