Former Texas Governor Rick Perry may be running for president as a new version of himself that will not melt down on the debate stage, but that doesn't mean he won't still find opportunities to say stupid shit.
Earlier this week, during his press conference at the G7 Summit in Germany, President Barack Obama said in response to a question about the fight against ISIS, “We don’t yet have a complete strategy, because it requires commitments on the part of the Iraqis.”

“It’s this lack of really being able to connect the dots, I think it’s a lack of executive experience that this president has, as well as a philosophical void when it comes to understanding what it takes to keep America safe,” Perry added.
That's the joke.
While we're on the subject, the "we don't have a complete strategy" line has been thoroughly misreported and distorted by the media and conservative pundits. The president's comments came in response to a question concerning the training of Iraqi soldiers. It was not a question concerning the overall strategy for defeating ISIS.
