President Obama’s budget director said the White House would consider using a Senate procedural tactic so that only 50 votes would be required to pass major healthcare and energy reforms.

They're suggesting a parliamentary process called "budget reconciliation." In short, bringing up a budget for a vote using this procedure limits the debate to 20 hours, thus eliminating the filibuster.

And for future ammunition, the Republicans used this in 1996, and they used it to pass three of the Bush tax cuts.
