They’re complex because the problems they’re trying to solve, and the interests they’re trying to balance, are complex — they’re not complex for the sake of complexity! Sure, maybe they could be streamlined or simplified, but not with a hatchet! How much destruction does it take for these chimps to get that through their heads?
