Trump's own campaign website does say Mexico will pay for his fantasy border wall with a one-time payment of billions, but Trump spoke to reporters outside the White House this morning where he confirmed what we already know: Mexico was never going to pay for the wall

"When during the campaign, I would say 'Mexico is going to pay for it,' obviously, I never said this, and I never meant they're gonna write out a check, I said they're going to pay for it. They are."
Trump is still claiming that Mexico is paying for the wall through the U.S.-Mexico-Canada Agreement (USMCA), but the North American Free Trade Agreement (NAFTA) is still the law of the land. The USMCA has not been approved by Congress, but even if Congress does approve it, it would not mean Mexico is paying for Trump's wall. That's not how trade works. That's now how anything works.
Trump is headed to the southern border of Texas today where he'll likely make a lot of wild claims and lie his ass off, but it won't move his fantasy border wall any closer to becoming a reality.
Speaker Nancy Pelosi also spoke to reporters this morning and made it fairly clear that she's standing her ground.
