The idea seems to be that, by simply cutting aid, factors that prohibited someone from achieving “success” will be eliminated through magic or osmosis, but when that doesn’t happen there is no recourse. There’s no there, there.

Which is exactly what folks who propose, promote or support these “cut aid to the needy” efforts would be pressed on. “OK, let’s say your plan is put into effect. What does the person who’d been receiving this assistance do when it’s cut off?”

I expect the answers will be similar to (and as brain dead as) this guy’s explanation for why the gov’t shouldn’t help provide health insurance:
