For now it appears Kentucky Governor Matt Bevin is not going to follow through on his executive order to rescind all of Medicaid expansion if his work requirements are stuck down in court, but that doesn't mean he isn't taking his anger out on innocent people.
While he hasn't withdrawn from Medicaid expansion, he has canceled vision and dental coverage for about 460,000 people who became eligible under the expanded program.

The ruling means there is no longer a “legal mechanism” in place to pay for dental and vision coverage for about 460,000 Medicaid beneficiaries, the state’s health and family services cabinet said in a weekend statement.
“This is an unfortunate consequence of the judge’s ruling,” the cabinet said. “Once we ultimately prevail in this legal challenge ... then beneficiaries will have access to these optional services.”

See, when the judge struck down Bevin's work requirements, that also meant striking down his "rewards program" that would have been the new mechanism for gaining dental and vision coverage, but it's not as if a rewards program is necessary for that. His reward program is bullshit bureaucracy, not a funding mechanism. People participating in the rewards program would not contribute funding of any kind, they'd simply be "rewarded" for good behavior by granting them access to things they would should have access to anyway.
This isn't a "consequence of the judge’s ruling," it's a consequence conservative social engineering,
Bevin unilaterally cut off dental and vision coverage yesterday with no warning so, as you might expect, many people showed up for previously scheduled appointments today and neither they or their providers had any idea if their treatment would be covered now whereas it previously was.
