Rick Perry is an idiot. The oceans are warming up because they are and have been for some time absorbing not just the radiation heat from the sun but also the increased heat from the atmosphere created by the effect of increased amounts of CO2 in the atmosphere which is due to the increased usage of fossil fuels for energy production by humans all over the globe. The “environment” is an eco-system. All parts matter and interact with each other. The “oceans” don’t exist in a vacuum.
