This implies that other nations can attack us with nuclear weapons and we're not allowed to respond proportionally -- which of course is fine, considering the decades-old idea that no one wins in a nuclear exchange.
Nevertheless, the administration's new policy on nukes specifically allows the use of nuclear weapons in self-defense when nuclear weapons are used against us. But it doesn't allow using nuclear weapons in response to a "biological or chemical weapons or launched a crippling cyberattack." Naturally, this makes perfect sense.
