The un-tweaked Senate bill will very likely pass the House and be signed by the president within the next couple of weeks. Roll Call learned that the reconciliation tweaks can only happen once there's a signed bill.
But, perhaps complicating matters further, another senior Senate Democratic aide said the Senate Parliamentarian has already told leaders that a reconciliation bill must amend a law, not a bill that has not yet been signed by the president.
That settles that. The House goes foyst.
